It all started with one idea and one block party, and now neighborhoods are losing their block party privileges. People in Philly started lining dumpsters with tarps and then using fire hydrants to fill the dumpsters with water- a makeshift swimming pool. The craze has spread across the city and officials are not happy. Now, the Philadelphia Department of Licenses and Inspections are saying that residents must stop using fire hydrants to turn dumpsters into pools. Would you ever swim in a dumpster?? No thanks!
